Estonia and Belgium have emerged as the only two EU nations to reject the Jutland Declaration, announced in October 2025, which seeks to impose restrictions on children’s use of social media. Estonian officials contend that age-based social media bans are impractical and easily circumvented by children. Instead, they advocate for stricter enforcement of existing GDPR laws to ensure children’s online safety, emphasizing regulation over outright bans.
