California to Impose Sales Tax on Downloaded Software in New $351.7 Billion Budget

California Governor Gavin Newsom and leading Democratic lawmakers have finalized a $351.7 billion state budget that includes a new tax on prewritten software downloaded electronically. Starting in fiscal year 2028, this policy will generate an estimated $900 million in state revenue and $1.1 billion for local governments annually.
